The Afghan Peace and Democracy Act (APDA) is a communication and co-ordination network of NGOs aimed at enhancing the role of civil society organizations and assisting in the coordination of Afghan NGOs and civil society organizations through direct support and collaboration.

- To help the Afghan NGOs to define a framework that reflects values of peace, tolerance, equality and democracy.
- To provide coordination facilities for member NGOs working for peace, democracy, human rights, women rights, child rights, reconstruction and other related issues.
The main objectives of this network are as follows:
- To help define a framework for Afghan NGO?s that reflect values of peace, tolerance, equality and democracy.
- To improve the technical capacities of Afghan NGOs and develop local knowledge and expertise, particularly in terms of management, administration transparency, planning, service provision and financial sustainability.
- To develop an action plan that will help them achieve financial sustainability.
- To provide organizations help opportunity to exchange with other Afghan organizations and experts and share their concerns with the global network of civil society.
- To meet some of the information needs of and about Afghan society.
- To contribute to the emergence of current of public opinion oriented towards a culture of peace and interethnic co- operation.
- To raise the level of knowledge of Afghan children and youth to work for peace.
Meeting the civil society challenge
This network will represent Afghans of all walks of life, reflecting the ethnic and religious diversity of the country as well as the social and economical realities of Afghanistan. There will be full representation of women and youth.
The network aims to build the capacity of local organizations and promote a development policy that will meet the urgent needs of the Afghan population and lead to the consolidation of Afghanistan's civil society. It intends to play a unique role in rebuilding the country and empowering its citizens.
The program's activities can be broadly classified into three main categories:
a. Training and institutional capacity building;
b. Documentation and information;
c. Communication.
These activities will help to consolidate Afghan civil society.
Building a participatory democracy
To increase the participation of Afghan NGOs in the reconstruction of Afghanistan, we will organize regular meetings, monthly information sessions and discussions on how NGOs can help mend Afghanistan's society.
The programme will promote open communication with government, international agencies, media and the private sector. It will lay the foundation for a campaign for peace and the reconciliation between the various ethnic groups that make up the country.
It will bring forward:
a. A series of values that relate to peace, democracy, human rights and gender equality;
b. Transparency in work relations and management and administration of the groups;
c. Independence and autonomy vis-à-vis other actors (funding, political parties, government officials);
d. Active citizenship;
e. An exchange of information on questions relating to the development of Afghanistan;
Through the organization of meetings, talks, conferences and seminars that deal with some fundamental issues related to the development of country, the programme process to induce a dialogue between the various partners, the local population, the Afghan Diaspora and the international community.

In the wake of such extreme wartime circumstances and keeping in view the deteriorating human rights situation, many national and international and national NGOs and civil society organizations had been launched an objective movement for pluralism, participation, and democracy for the protection of historical values and for overall peace process inside and outside of Afghanistan. These efforts of civil society organizations and intentional community have its positive impacts on the peace building process but face the following problems and difficulties: Lack of coordination of activities; Improper allocation of funds for the Peace and Democracy campaigning;
- Lack of awareness in international community facilitating Afghan peace and democracy process about the exact plans and activities of various Afghan Civil Society
- Organizations and NGOs working for peace and democracy;
- Lack of coordination among donor agencies in connection with funding programs for Afghanistan;
- The individual approach to address the real need of Afghan Civil Society Organizations and NGOs working for peace and democracy to international community is as weak.
- To enhance the role of civil society organizations and to avoid the lack of coordination some Afghan NGOs and civil society organizations with direct support and collaboration of Alternatives Canada have launched Afghan communication and co-ordination network under the title ? Afghan Peace and Democracy Act? (APDA).
";s:28:"org_organisational_structure";s:1465:"The Afghan Peace and Democracy Act Network is governed by executive board comprising the directors and chiefs of the member NGOs. The current affairs of the network office are run by the coordinator who is responsible to report to the executive board. Country coordinator of the network office will invite regular and extra-ordinary coordination meetings in which all the leaders of the member NGOs will participate. Coordinator will make minutes of these meetings and should follow-up the decision of the coordination meetings.
The office will equip the Multimedia Center which will accessible to all member NGOs. Through this center the network offices will improve the capacity building of member NGOs as will as to provide necessary informative training and resource material for the web-portal of the network in Afghanistan as well as in Pakistan.
Also known as the Coordination network of Afghan Civil Society Organization, it is a network of those Afghan NGOs that are working for peace, human rights, women rights, child rights and reconstruction of Afghanistan basically established in the term of non-government, non political and non profitable purposes. Its member NGOs are registered with the Ministry of Planning of Afghanistan.
